between Republicans and Democrats in Congress on a budget.

At this point, it is not clear if Republicans and Democrats in Congress will be able to avert a government shutdown. House Speaker Paul Ryan and Senate Majority Leader Mitch McConnell have both pushed for some sort of compromise in order to prevent a government shutdown.
